Community Empowerment

Community empowerment surrounding the Company’s operating environment is PT Badak NGL’s main activity in terms of corporate social responsibility. In line with the role of PT Badak NGL as a world class company, character building and skilled human resources (HR) are the key to the success of the Company. In 2018, PT Badak NGL has 23 programs for empowerment spread across various business sectors, with its flagship programs including the following:


  • Masdarling Village
    Masdarling Village or Masyarakat Sadar Lingkungan village serve the visitor with any tourist destination area which is environmentally friendly such as Snack Village, Playground Village, Souvenirs Village, Narcissistic Village and Healthy Village.
  • Assimilation Village
    Assimilation Village is one of the community developments programs that empower the prisoner in assimilation period to carry out the activities of fostered partners. The prisoner is expected to have the skills and abilities to continue their lives after their detention period ends.


  • Mangrove Information Center
    Mangrove Information Centre serve an educational tour about the variety of mangrove and how the mangrove processed to produce a high value product and can be consumed.
  • Knowledge House
    “Knowledge House” is a facility that represents PT Badak NGL and contains information about the Company’s activities, both operationally and in its CSR. Knowledge House has a number of facilities that can be accessed by the public, including a mini cinema, LNG plant mockups, libraries, and snack pits that sell various products of PT Badak NGL trained partners. At present, Knowledge House is managed by one of the independent partner groups, KOCIBU.
  • Bontang Kuala Ecotourism
    Moving in the field of tourism, this comdev program combines the potential that exists in Bontang Kuala with the concept of community empowerment. In 2018, PT Badak NGL developed attractions by adding Floating Homestay facilities. Other attractions contained in the program include the Dutch river travel, snorkeling, Bontang Kuala historical tours, mangrove adoption, and coral reef adoption.
  • Coastal MSMEs
    The Coastal MSMEs Program targets to empower women and their potential through productive activities. In 2018, the Coastal MSMEs program fosters eight seafood processing groups, including fish chips, fish skin chips, processed seaweed, and mangrove preparations. In addition to being sold in a number of shops in Bontang City, the product from the Coastal MSMEs program becomes souvenir for Company guests in particular and the Bontang community in general.
  • Floating Cottage
    This program is the development of a grouper aquaculture program. Through Floating Cottage, the trained partners process their sea products, both in the form of direct catches and from cultivation in cages, into a unique culinary coast. The program also works with groups of fishermen outside of PT Badak NGL’s trained partners as providers of fish and transportation so that the beneficiaries are more extensive
  • Selangan City
    As one of the sea villages in Bontang City, Selangan has the potential to be developed into a tourist destination. Through the Comdev program, PT Badak NGL develops this potential into “Selangan City”, a marine tourism program utilizing the potential of the local community and local wisdom. Until 2018, PT Badak NGL has provided group assistance, tourism management training, water electrolysis training, and infrastructure assistance such as dock renovations. The attractions that tourists can enjoy here include snorkeling, coastal culinary, and looking for shellfish.
  • Dayak Tourism Bontang
    This program is a form of PT Badak NGL’s concern for local culture. Centered in Lamin Dayak (Dayak traditional house) Bontang, Dayak Bontang Tourism empowers the Dayak community to develop its tourism potential with attractions such as music and dance performances, selling souvenirs, and information about Dayak and its sub-tribes.

Capacity Building Program

It is a program aimed at fulfilling the needs of the community to increase the capacity of both their formal and non-formal knowledge and skills.


  • Badak Full Scholarship (BAFCO)
    The BAFCO scholarship program targets students at elementary, middle, and high school in the city of Bontang who have academic achievements and prioritize to poor families to continue their studies to public universities. This consideration is also a form of PT Badak NGL’s concern for the Bontang City Government program, Smart City.

    The selection process for prospective scholarship recipients includes final semester report cards, academic tests, psychological tests, interviews, and field surveys. In 2018, the number of scholarship recipients was 20 students for junior high schools, 30 students for high schools, and 27 students for universities.
  • Cooperative Education Program (COOP)
    PT Badak NGL supports the Cooperative Education Program (COOP) which is a national internship program initiated by the Director General of Higher Education (DIKTI) since 2003. The program is coordinated by oil and gas companies in East Kalimantan and managed for two periods in each year. Since 2017, PT Badak NGL held a special selection for COOP participants with the requirement have Bontang identity card. During the internship program, students are placed in various department according to the needs of each company. COOP participants are students from various universities or high schools in East Kalimantan
  • Laboratory & Environment Control, Tissue Culture, and Biodiesel Internship Program
    Through the Laboratory & Environment Control Internship Program, Tissue Culture, and Biodiesel Operators, PT Badak NGL provides an opportunity for the students of Bontang City to gain one year working experience at the Company.

    The internship program which is also part of PT Badak NGL Community Development in the field of Capacity Building specifically for students in Bontang City. This year, the Environment & Laboratory Control Internship Program has entered its twelfth year, while the Tissue Culture and Biodiesel Operator Internship Program is entering its second year. In 2018, 7 participants participated in the Laboratory & Environment Control Internship Program, 2 participants participated in the Tissue Culture Internship Program, and 1 participant participated in the Biodiesel Operator Internship Program so that the total number of participants in this internship was 10 people. But at the end of the program, 2 participants resigned because they passed the Management Trainee program selection at PT Badak NGL.

    In addition, in 2018 PT Badak NGL received 10 participants in the domestic Internship program. This program is coordinated by the Department of Investment, Labor, and PTSP Office of Bontang City

Charity Program

One of the pillars of CSR / community Development that is offered is charity, which is an activity carried out by the company to provide voluntary assistance to someone or group in need. This activity is usually in the form of providing assistance for maintenance costs for the community and support event activities.

In conducting this charity activity, Badak LNG first conducts an assessment or assessing the feasibility of providing assistance. several things that Badak LNG consider when doing charity are :

  • Distance between community groups and companies (if in Ring 1 then more prioritized)
  • Number of beneficiaries
  • The effect of providing assistance for company.


As well as infrastructure assistance, Badak LNG Charity’s Program has also progressed over time and also in coordination with the Bontang City Government. That is more emphasis on programs that support sports development, youth, cultural arts and religious communities to help the government in increasing human resources in the Bontang City area.

Then to make a program in the field of sports development, youth, cultural arts and religious need the following analysis :

  • Establish a regular / continuous community communication forum Badak LNG
  • Providing limited assistance both in physical form and activities
  • Fostering one of the leading sports
  • Sponsor local and national sporting events
  • Assistance with renovation of houses of worship

Infrastructure Program

At the beginning of the establishment of Badak LNG in Bontang around the 1970s, the initial phase of the CSR program undertaken by Badak LNG was infrastructure development. Various active infrastructures have been built by Badak LNG to facilitate community access, for example roads, markets, hospitals, and various other public facilities. Then in the next phase that is when Bontang has formed an Administrative City, the role of the Badak LNG in City development is more on the development of its human resources through the empowerment and capacity building program.


Currently in developing infrastructure in Bontang, the Badak LNG is coordinating with the Government and the people of Bontang City through Bapelitbang. In the preparation of the CSR / Comdev work program, Bapelitbang formed a CSR forum aimed at coordinating between companies in Bontang in carrying out the program. The purpose of this CSR forum is to coordinate with each other so that there are no overlapping programs, and to make the distribution of program beneficiaries real.

The implementation of Badak LNG’s CSR programs in infrastructure are divided into 2 (two) activities:

  • Project
    This assistance is given in ready-made form. The work is carried out entirely by Badak LNG and the recipient is not involved in the work. For example, road construction and posyandu
  • Participation
    This assistance is given in financial and material forms that are participatory. The Badak LNG monitors the use of the funds provided by directly observing the site and requesting reports on work activities. For example the construction of communal toilets as support KOTAKU (City without Slums).
